Overview
The Sunshine 60 Observatory is located in the Sunshine City shopping complex and offers one of the best observation decks in Tokyo. It's not too well-known yet, making it a nice change from the more popular options such as Shibuya Sky. The space is very large, with multiple areas offering different perspectives over the city. The entire floor features a variety of chairs, benches, some beanbags, a nice cafe, and an astroturf area. Also referred to as Tenbou Park, the relaxing space offers a picnic atmosphere without the inconvenience of weather or insects.

Sunshine 60 is located a 9-minute walk from Ikebukuro Station, which is only 15 minutes from central Tokyo.

For photographers, tripods are allowed, and the space is dimly lit to help with the views.
For picnics, their website states this is only allowed during quiet times, from 11am until 2pm on weekdays. However, it's generally okay to bring your own food and drinks outside of these times so long as it's not too busy.
For the best views and photos, check the daily pollution levels.
The cafe serves nice drinks, food, and coffee.

Ikebukuro is a lively area with interesting architecture, awesome bars, and good restaurants. Some of the most notable attractions are the famous ramen restaurant Mutekiya, the Mikado video game arcade, and the rooftop aquarium within the Sunshine City building.
